One Omaha’s Strategic Plan for 2025–2028 is our roadmap for empowering people where they live and supporting thriving neighborhoods with engaged and knowledgeable residents.
It reflects a comprehensive organizational assessment and a planning process shaped by stakeholders, staff and board collaboration.
Guiding Belief: We believe that when residents have the knowledge and tools to navigate systems and advocate effectively, neighborhoods become more self-sufficient and resilient. Through public participation and capacity-building, residents can address inequities, drive systems-level change and confidently create solutions.
One Omaha’s work is organized into two interconnected program areas.
Public Participation Programming strengthens residents’ ability to engage in decision-making, advocate effectively and lead change in their communities.
Capacity-Building Programming supports neighborhoods and organizations by strengthening operational and financial sustainability.

The Strategic Plan is organized into three pillars that focus on program excellence, deeper partnerships and the organizational capacity required to deliver consistently over time.
Each pillar includes goals, objectives and strategies designed to strengthen accountability and clarify priorities for staff and board leadership.
This pillar focuses on strengthening the quality and impact of One Omaha’s programs and services to empower people where they live.
We will align programming with best practices, strengthen outreach and use metrics and feedback systems to understand what is working and where to improve.
What you can expect:
High-quality programming designed for participation and impact
A Neighborhood Needs Assessment to inform program development and priorities.
Reviving key historic programming and developing new programming where needed.
This pillar strengthens relationships with public-sector partners, Neighborhood Associations and resident groups through proactive communication, information sharing and inclusive engagement strategies.
The goal is to expand reach, improve collaboration and increase the support available to neighborhoods.
What you can expect:
Stronger public-sector collaboration through consistent outreach and joint initiatives.
Expanded support services and improved communication with Neighborhood Associations.
Targeted outreach to increase reach and inclusive engagement across the community.
Some work must happen early because it enables other initiatives. For example, completing the program framework and metric sets supports consistency across new and revived initiatives, while the Neighborhood Needs Assessment informs multiple downstream projects.
We will track progress using key performance indicators and “signals of success” aligned to each pillar.
Examples include establishing a metrics dashboard, quarterly reporting and annual board briefing on aggregated outcomes.
We will also track engagement and communications performance such as newsletter open rates, social media interactions and stakeholder communication satisfaction.
This plan is a shared commitment to building stronger, more connected neighborhoods across Omaha.
